Parish Council Committees Remit and Powers
PAVILION & PARISH PLAN COMMITTEE
(Former Recreation and Amenities Committee)
REMIT AND DELEGATED POWERS approved at LPC Meeting 2009
1. The Parish Council Standing Orders apply to all Committees.
2. The Committee will meet at least 4 times per year.
3. The Committee will have maximum membership of seven.
4. The Quorum shall be 3.
5. There will be a maximum 10 minutes public session at the beginning of each meeting.
6. The Committee is responsible for overseeing the management of all properties of the Council having regard to any relevant objectives of the Council. All matters relating to recreation and social amenities as they affect the Parish and residents of Longstanton.
7. Terms of Reference
7.1 To consider such matters as may be delegated by the Parish Council from time to time.
7.2 To be responsible for the delegated budgets.
Budgets 2009/10:
Parish Plan (Action Plan) £2165
Community Centre £4300
7.3 To consider funding applications for Parish Projects.
7.4 To annually review hire or rent charges of Council properties and implement accordingly.
7.5 To review and make recommendations relating to:
(a) Proposed Community Centre.
(b) The Parish Office.
(c) Parish Plan Projects and those projects referred by the Parish Council.
(d) The Pavilion
7.6 Marketing of Council properties to maximise their potential.
7.7 To review all agreements, hiring and leasing of Council property.
7.8 Liaison with Sports Clubs, Local Authorities, Statutory Bodies, other interested and relevant organisations and parties.
7.10 Ensure the Disability Discrimination Act (DDA) requirements are met where
possible.
7.11 Review all aspects of Health & Safety including Risk Assessment.
7.12 Other matters which may arise from time to time as referred by the Parish
Council.
8. Referred Business:
8.1 Expenditure outside delegated budget to the Parish Council.
8.2 Report progress of projects to the Parish Council at quarterly intervals.
VILLAGE MAINTENANCE & DEVELOPMENT COMMITTEE
REMIT AND DELEGATED POWERS approved at LPC Meeting 13th July 2009.
- The Parish Council Standing Orders apply to all Committees.
- The Committee will meet a minimum of 4 times per year.
- The Committee will have maximum membership of seven.
- The Quorum shall be 3.
- There will be a maximum 10 minutes public session at the beginning of each meeting.
- The Committee is responsible for overseeing the management of all village maintenance having regard to any relevant objectives of the Council and all matters relating to Development as they affect the Parish and residents of Longstanton.

7.1 To consider such matters as may be delegated by the Parish Council from time to time.
7.2 To be responsible for the delegated budgets.

Litter Collection £1600
Village Clean Up £ 500

And any additional budgets delegated to the RAC by the Parish Council.
7.3 To review contract specifications prior to renewal or issue for tender.
7.4 To review and make recommendations to the Parish Council relating to:
(a) Home Farm s106 Agreements.
(b) Northstowe Development
(c) Village Institute/Parish Office Development
(d) Parish Plan projects referred by the Parish Council.
7.5 Liaison with the Recreation & Amenities Committee where applicable.
7.6 To review annually the need for repair, maintenance and improvement on or of Parish Council property and to consider necessity of major items of capital expenditure.
7.7 To review annually the Parish Risk Assessment Reports.
7.8 Liaison with Local Authorities, Statutory Bodies, other interested and relevant organisations and parties.
7.10 Ensure the Disability Discrimination Act (DDA) requirements are met where
possible.
7.11 Other matters which may arise from time to time as referred by the Parish
Council.
